The first session of the Commission of the Republic of Kazakhstan and the Kyrgyz Republic on the Use of Water Management Facilities of Intergovernmental Status on the Rivers Chu and Talas (CCT) took place on July 26, 2006 in Bishkek city in the course of inauguration session of the Commission.
Five matters have been considered at the session and the following decisions have been made:
On the first matter:
In accordance with the instruction of the Governments of the Parties, the Protocol has been signed by co-chairmen of the Commission Chu and Talas “On approval of the Statute on the Commission of the Republic of Kazakhstan and the Kyrgyz Republic on the Use of Water Management Facilities of Intergovernmental Status on the Rivers Chu and Talas (CCT)”.
On the second matter:
To take notice that the membership of the Commission Chu and Talas have been approved earlier by the parties. Parties should approve distribution of responsibilities of the Commission Chu ana Talas members and submit it for the next session of the Commission Chu and Talas for approval.
On the third matter:
To take notice of the information of Mr. Tukebaev J. T. on the activity of the Secretariat supported by ADB and Working Groups “Current moment and near perspective”.
On the fourth matter:
Item 23 of Statute on the Commission Chu and Talas should be stated in the following version: “Permanently acting Secretariat should be established by the decision of the Commission. The Commission can engage experts of specialized, scientific and research, design and operational organizations in the work on temporary or permanent basis, establish temporary or permanently acting working groups”.
In accordance with amendments introduced into the Statute on the Commission Chu and Talas, to establish permanently acting Secretariat.
Parties should exchange relevant orders on establishing of permanently acting Secretariat of the Commission Chu and Talas.
To charge the Secretariat of the Commission Chu and Talas to develop draft regulations for the work of Commission Chu and Talas and Statute on Secretariat by the next session of the Commission. To refer to donors for technical assistance in the development of draft documents mentioned above.
On the fifth matter:
The next session of the Commission Chu and Talas should be conducted in Kazakhstan in the end of current year.
The matter on consideration of draft regulations for the work of Commission Chu and Talas and Statute on Secretariat should be included into the agenda of the session of the Commission Chu and Talas.
