Of enlarged session the Secretariat for the Commission of the Republic of Kazakhstan and the Kyrgyz Republic on the Use of Water Management Facilities of Intergovernmental Status on the Rivers Chu and Talas, that took place on December 5-6, 2007 in Taraz town.
The representatives of the Republic of Kazakhstan and the Kyrgyz Republic took part in the work of enlarged session the Secretariat for the Commission (total 25 participants).
After discussion of all of the matters of session agenda the participants have decided:
To approve changes in the final part of article 11 of the Agreement. To present approved language to be considered at the next session of the Commission (Draft minutes is presented). To continue the work on the development of amendments and addenda for the Agreement 2000 with the purpose to improve the work of the Commission and to expand the list of water management facilities that are under its jurisdiction. To continue the work on the development of proposals on relevant changes to be introduced into the Statute on Commission. To start preparation of the new basin agreement on Chu and Talas rivers.
To take notice of the information on the International network of basin organizations (INBO), prepared by the international consultant Mr. Steklov Y. N. To submit for consideration of the Commission a possibility for water management organizations of Kazakhstan and Kyrgyzstan and the Commission of the Republic of Kazakhstan and the Kyrgyz Republic on the Use of Water Management Facilities of Intergovernmental Status on the Rivers Chu and Talas to enter INBO, taking into account the fact that the preparatory work on establishment of basin organizations network is being conducted in Russian speaking countries. To submit for consideration of the Commission a possibility to participate in the program of river basins (Twinning).
To take notice of the information on completion of the work on creation of information-measuring system in Kirov reservoir and putting the system into operation. To report on the results of the work conducted at the next session of the Commission.
To generally approve elaborated joint methodological guidelines on the defining share co-financing in accordance with the comments made by the session participants and to submit methodological guidelines for consideration at the next session of the Commission.
To take notice of the report on the work on establishment of program complex for Chu river basin and to recommend continuing this work in 2008.
To take notice of the information on elaboration of website of the commission. The Secretariat should enable adding of presented materials to the website till the end of 2007. To provide translation of the website into English.
The Secretariat should prepare a draft report on the activity of the Commission during 2006-2007, and submit it for publishing in the beginning of 2008. To express appreciation to OSCE for assistance in publishing of the report.
To approve short name of the Commission as Water management commission on Chu and Talas rivers and submit it for approval of the Commission.
To approve emblem of the commission (Emblem of the Commission is shown on the website) and to submit it for approval at the next session of the Commission.
To generally approve working plan of the commission secretariat for 2008.
Noting importance to support activity of the secretariat of the Commission from the part of ADB, to express gratitude for assistance provided and to ask to consider possibility for further support of the secretariat.
