From the minutes of the session
of the Commission of the Republic of Kazakhstan and the Kyrgyz Republic
on the Use of Water Management Facilities of Intergovernmental
Status on the Rivers Chu and Talas
Almaty April 25, 2007
The session attended by:
Co-chairmen and members of the Commission from the Kyrgyz Republic and Republic of Kazakhstan, Boo Libert, Regional advisor UNECE;
Katsuji Matsunami, Director of agriculture, ecology and natural resources Department for Central and Western Asia, ADB;
Bakhtyjan Medev, project assistant/consultant, OSCE center in Almaty;
Participants of the session have approved agenda, comprising of the six matters.
After the discussion of all matters provided by the agenda, participants of the session have made the following decision:
Noting importance of support in the establishing of the Commission and in assisting the development of cooperation between the Republic of Kazakhstan and the Kyrgyz Republic in the use of water resources of Chu and Talas rivers from the part UNECE, OSCE, ADB;
Taking into consideration good coordination of activity of all organizations involved into the development of cooperation:To approve proposal of the project “Provision of support for Kazakhstan and Kyrgyzstan for developing cooperation on management of transboundary water resources of Chu and Talas rivers” and express appreciation to UNECE and OSCE for continuing support to the commission within the frame of the new project.
To establish bilateral intersectoral expert working group on the implementation and elaboration of 2000 Agreement within the frame of the project “Provision of support for Kazakhstan and Kyrgyzstan for developing cooperation on management of transboundary water resources of Chu and Talas rivers”.
To assign national experts of the project “Provision of support for Kazakhstan and Kyrgyzstan for developing cooperation on management of transboundary water resources of Chu and Talas rivers”: from the part of Republic of Kazakhstan – Mr. Ibatullin Sagit Rachmatullaevich; from the part of the Kyrgyz Republic – Mr. Jailoobaev Abdybai Shakirbaevich.
To request ADB to consider a possibility of further financial support of the activity of the Secretariat of the Commission of the Republic of Kazakhstan and the Kyrgyz Republic on the Use of Water Management Facilities of Intergovernmental Status on the Rivers Chu and Talas for 2008-2010 within the frame of the new project.
To approve addenda to the minutes of the session of the Commission as of December 22, 2006. Addenda are attached.
