In order to bring expertise in the Commission’s activities, working groups supervised by the Secretariat were established:

1. The working group on legal and institutional issues provides expert support on:
• Procedures for interaction of the Commission with the Governments, water management organizations, local administrations, and water management companies;
• Policy development for public involvement in water resources management;
• Specifying the necessity for expanding the legal status of the Commission;
• Improvement of procedures and mechanisms for water resources use and allocation;
• Elaboration of Commission’s Action Plans and development of cooperation of the Commission with international and donor organizations;
• Defining approaches to harmonization of water legislation, and
• Discussing and applying the Statute of the Commission.
2. The working group on annual water resources allocation provides expert support on:
• Development of procedures for coordination of the regimes of water reservoirs and making revision of regimes and limits depending on the actual water level and the needs of the water users.
3. The working group on hydrotechnical engineering and reconstruction of facilities provides expert support on:
• Definition of needs for design and reconstruction of water facilities, and
• Development and approval of procedures and mechanisms for co-financing of operation and technical maintenance of the water management facilities of interstate use on the Chu and Talas Rivers.
4. The working group on economy, environmental issues, monitoring and data exchange provides expert support on:
• Development and adoption of recommendations for financing of repairs-and operation activities;
• The need to develop monitoring and water cadastres in the basins;
• Establishment of databases in the basins;
• Development and approval of procedures and mechanisms for co-financing of operation and technical maintenance of the water management facilities of interstate use on the Chu and Talas Rivers, and
• Procedures and mechanisms for the funding of the Commission’s activities.
